1990 के दशक भर बिहार के मुख्यमंत्री, RJD के संस्थापक और 2004–09 में रेल मंत्री। मंडल के सबसे नाटकीय लाभार्थी: 1990 में राम रथ यात्रा रोकने को लालकृष्ण आडवाणी को गिरफ़्तार किया और बिहार के पिछड़ों व मुसलमानों को वह आवाज़ दी जो उनके पास कभी नहीं थी — उस शासन-रिकॉर्ड के ऊपर जिसे विरोधियों ने 'जंगल राज' नाम दिया।
