1997-98 के प्रधानमंत्री, छोटे पड़ोसियों के प्रति एकतरफ़ा उदारता वाले गुजराल सिद्धांत के लिए याद किए जाते हैं। 1975 में इंदिरा के सूचना मंत्री रहते संजय गांधी के सेंसरशिप आदेश मानने से इनकार किया और इसकी क़ीमत मॉस्को भेजे जाने से चुकाई; 1997 में DMK को हटाने से इनकार कर इस्तीफ़ा दे दिया।
