दो बार कार्यवाहक प्रधानमंत्री, दोनों बार तीन हफ़्ते से भी कम — 1964 में नेहरू और 1966 में शास्त्री के निधन के बाद — लेकिन एक दशक तक योजना आयोग चलाया, और उससे पहले 1922-46 तक अहमदाबाद के गांधीवादी वस्त्र-मज़दूर संघ की अगुवाई की — हमेशा टकराव पर बातचीत को तरजीह देते हुए।
